Following the resignation of Superintendent Dr. Jo Ann Fey, the Killeen ISD Board of Trustees on Saturday named Dr. Terri Osborne as acting superintendent, effective immediately, to help lead the district at the start of the school year.
The Board anticipates naming a longer-term/interim superintendent within 30 days to lead the district through the full superintendent search process. Osborne’s appointment ensures immediate continuity and a strong start to the school year while the Board explores additional leadership options to support a smooth and successful transition.
Osborne brings a strong instructional background and steady leadership to the role as the district focuses on a smooth start to the school year and continued progress on key initiatives.
Currently serving as deputy superintendent of Curriculum, Instruction and School Leadership, Osborne stepped into that role in September 2024. With nearly two decades of leadership experience across Texas and abroad, she has quickly built a reputation for bringing clarity and structure to complex systems — driving results through strategic planning, effective communication, and a strong command of large-district operations.
“The Board is confident that Dr. Osborne can guide the district during this transition while maintaining a firm focus on academic growth and operational stability. She has demonstrated an attention to detail and data driven approach to problem solving during her tenure with KISD,” Board President Brett Williams said.
Osborne said she is honored to serve in this capacity and is focused on ensuring a successful start to the school year.

The Board of Trustees will meet soon to outline the process for selecting a permanent superintendent. That process will include opportunities for community feedback and regular updates.
